FORCE MAJEURE NOTICE April 26, 2004 Beginning on Sunday, April 25, 2004, MIGC, Inc. (MIGC) experienced a mechanical failure at its Platte River turbine, and is unable to deliver all of the contracted firm quantities scheduled from MIGC on the south end of its system for a period until Tuesday, April 27, 2004 at 12 pm MST. Pursuant to Section 9 of the Transportation General Terms and Conditions to the FERC Gas Tariff, First Revised Volume No. 1 of MIGC, Inc., the failure of the turbine is not within the control of MIGC and is a force majeure event affecting MIGC's ability to deliver full contracted firm quantities to the south end of the MIGC system under executed Transportation Service Agreements.
