Effective December 31, 2007, 5,000 MMBtu of FTS-1 mainline capacity 
contracted with Evergreen Energy Inc., formerly KFx Plant, LLC, (Evergreen),
will expire under Contract 273.  Pursuant to Rate Schedule FTS-1 of 
MIGC's FERC Gas Tariff, First Revised Volume No. 1 (Tariff), Evergreen
has a Right of First Refusal for contract rollover.

Evergreen wishes to extend the term of Contract 273 for a volume of 
3,000 MMBtu per day, which is less than the original contract capacity.
Pursuant to the Right of First Refusal procedures outlined in MIGC's 
Tariff, MIGC is hereby posting notice of this capacity to become 
available January 1, 2008.  

Bids for this capacity must contain the price, term, amount
of capacity desired, primary receipt and delivery points,
plus a request fee of the lesser of $10,000 or one month's 
reservation fee at maximum rate.  If the bid is accepted,
the request fee will be credited to the Shipper's reservation
fees.  If the bid is not accepted, MIGC will return the request
fee within 30 days of the date MIGC makes the winning bid 
determination.

Primary receipt points include WIC Antelope, CIG Powder River and 
KMI Glenrock (all by displacement).  The primary delivery point is 
MGTC Rawhide.

Bids must be tendered to MIGC by November 6, 2007.  MIGC will have
until November 16, 2007 to choose the highest bid.  In case of equal
high bids, the equal bidder with the earliest posting date will
be declared the winner.  Evergreen shall have the option, to be 
exercised within 30 days of receipt of notice from MIGC of the best 
offer, to execute a FTS-1 Service Agreement with MIGC which matches the 
rate and term of the bid constituting the highest economic value to
MIGC.  If Evergreen declines to match the terms of the winning bid, 
the capacity shall be awarded to the winning bidder.  The winning 
bidder shall have 30 days from receipt of notification in which to 
execute a new FTS-1 Service Agreement.  The determination of the best 
offer and matching by Evergreen shall be in accordance with MIGC's 
Tariff Rate Schedule FTS-1 provisions.

MIGC reserves the right to reject any bid not at the maximum rate.

If there are no competing bids for the capacity, Evergreen may renew its 
agreement in accordance with MIGC's Tariff Rate Schedule FTS-1 provisions.

Any remaining capacity not awarded will be available on a first-
come, first-served basis at a mutually agreed upon rate under
Rate Schedule FTS-1.  Requests for such capacity must be in
writing by facsimile or e-mail to MIGC.  MIGC reserves the right
to reject any bid not at the maximum rate.  In addition, MIGC
reserves the right to not accept a bid for capacity with a term
of less than one year until 60 days prior to the service commencement
date.
